International Committee of the Red Cross Assists Hamas in Recovery for Remains of Captives in Gaza

The International Committee of the Red Cross (ICRC) stated that its representatives joined Hamas officials into zones of the Gaza Strip currently controlled by IDF control to support the search for the remains of Israeli hostages.

Truce Terms and Hostage Remains Handover

Under the US-brokered ceasefire, which began on 10 October, the group is required to return the bodies of all captives as soon as possible. In exchange, Israel has agreed to transfer 15 Palestinian bodies for each Israeli.

The organization has so far returned the bodies of 15 of those held captive but zero in the last five days, as a portion of those remains are believed to be in areas past the ceasefire boundary marking the temporary truce line.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross joined a participant in the hostilities as the party looked for the remains of the deceased individuals past the military-established ‘yellow line’,” stated a representative for the organization.

She continued: “The parties to the hostilities determined the modalities of the operation and entrusted the ICRC to act as a neutral intermediary. The ICRC was not involved in the discussions.”

She additionally clarified: “The ICRC was not involved in the search for the deceased nor does it engage in the retrieval of human remains.”

According to global legal norms, it is the duty of the sides involved in a conflict to locate, collect, and recover the bodies of the deceased.

US Demand and Local Recovery Operations

On Saturday, the US president delivered a two-day demand to the organization. “They is going to have to start returning the remains of the deceased hostages, including two Americans, quickly, or the other countries involved in this great peace will take action,” he posted on his online channel.

As the two-day window neared, the group, accompanied by the Red Cross, joined teams from Egypt, who were authorised by Israel to look for bodies past the boundary indicating the Israeli military’s pullback inside the territory. An Israeli spokesperson said the Egyptian team would use excavator machines and vehicles in the operation.

Authoritative Confirmation and Press Coverage

This development was supported by an unnamed Israeli official, who told local press that Hamas representatives had been permitted to enter areas of Gaza under military authority to search for the remains of hostages, alongside Egypt’s and Red Cross teams.

“To achieve this goal, representatives were permitted to cross the designated boundary,” the source was quoted as stating.

Footage released by a regional network appeared to show members of a specialized group – part of the group’s military wing tasked with holding captives – escorting a Red Cross vehicle in a specific location near a southern city, which lies outside IDF jurisdiction.

Challenges in Locating Captive Bodies

The search for the remains of individuals taken captive has become one of the most sensitive matters in the ceasefire agreed between the two sides. However, the attempt to find the bodies has been difficult from the outset, given the existence of an approximate 60m tonnes of debris across the territory, where, according to health officials, at least ten thousand Palestinians are listed as missing, trapped under the debris.

Conflicting Claims on Body Whereabouts

Hamas has claimed it does not know the precise whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been detaining the hostages and were reportedly eliminated during military strikes.

In contrast, an official representative claimed that Hamas was aware of the whereabouts of the remains. “Should the group exerted greater effort, they would be able to recover the remains of our hostages,” the official said.

American Position and Weapons Surrender Talks

Although the American leader has acknowledged that a portion of the remains are hard to access, he said that “others they can return immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the disarming of Hamas,” he noted.

The US administration has said it has obtained assurances from Hamas that the group will surrender its arms, though no specific schedule has been established. They remains hesitant to surrender its arms without solid guarantees about the future of its members.
