European Union Economic Leaders Gather to Discuss Accessing €140 Billion in Frozen Russian Assets for Ukraine Support

European Union economic leaders are meeting in the EU capital this morning to address the union's financial priorities, including the pressing issue of financial support to Ukraine.

Ukraine's President States Country's Existence Relies on Partners

Ukrainian President Volodymyr Zelenskyy declared in a latest discussion that the country's survival relied on receiving more funds from allies.

“We trust, God bless, we will get the necessary funding,” he told reporters. Otherwise, “It will be necessary to seek another solution, it’s a question of our survival. For this reason we need it urgently. And I count on our allies.”

EU Commission Advocates €140bn Reparations Loan

The EU executive continues to aim to persuade participating countries – and Belgium, which is currently blocking the plan amid legal fears – to proceed with a €140bn financial compensation based on frozen Russian assets.

Commission president Ursula von der Leyen insisted today that it would be “the optimal method to sustain Ukraine’s defence and its economy.”

Resolution Postponed Till Year-End Summit

A final decision on the matter has been deferred until the EU leaders’s summit in December, as the financial support required at the start of the coming year.

Discussions Coincide with Bribery Allegations in Kyiv

But the talks are happening during a difficult time for Kyiv, as Zelenskyy had to move to address rising popular anger in Ukraine over a corruption scandal in the power industry, firing two ministers allegedly involved in participating in a large-scale bribery scheme.

Denmark's economic affairs minister Stephanie Lose was questioned on her reaction to the scandal, and insisted that there was commitment to continue supporting the Ukrainian people.

“Naturally, The country will have to persistently focus with reforms, reinforcing every sector of the nation [and] that also applies to anti-corruption … but there shouldn’t be any doubt that there’s a strong European support with Kyiv,” she said.

Other European Developments Monitored

Separately, analysts will be monitoring the Netherlands where the parliament meets to examine possible directions in the coalition talks, the Italy-Albania consultations in Rome giving us the latest chance to witness the brilliant leadership interplay, and a number of top-tier meetings throughout the continent, including Nato’s Mark Rutte’s visit to a German airbase.

Much to report on.

Today is November 13, 13 November 2025, and we bring you European Updates.

Welcome.
